Yes a dongle with the right program will work very well as a receiver, but you need to spend the money on a discone antenna and an outdoor mount unless you are on top of the local LE repeater. Experiment where you have your antenna, Ive found changing the location and height as little as a few feet makes a huge difference in reception.

Keep transmissions short, this power and band is one of the least used in the spectrum. Use good operating practice like keeping terrain features between you and OPFOR etc
