I’ve found Chirp can be difficult when it comes to getting it to talk to the radio. These steps work for me every time.
Computer on, Chirp open, cable connecting turned off radio and computer.
Turn radio on to full volume.
Tell Chirp to read from the radio.
Once that’s complete upload your desired file to the radio.
That should do it…

I commute to and from work via mountain bike a few times per week, weather permitting; 11 miles and much of it through high-violent-crime Indian Country. Like Wes said, good workout. Not a bad situational awareness tool as well since there are plenty of ways to die doing it.
